What probably happened was that it was still raining during qualifying and, as your screenshot shows, it wasn't anymore at race start. Now basically the game goes for two things, the hierarchy of setups which is main strategy > advanced strategy and a check if the tyre group the tyre belongs to (dry, rain) equals the given weather at race start. So you did setup a dry tyre in main strategy and since it was raining the check for qualifying if it's the appropriate tyre returned a false, so the game proceeded to the advanced setup and applied your choice of Wet tyres in the rain starts option for the qualifying. 
Afterwards the rain stopped however and thus your main strategy tyre brought up a true on the tyre check for the race and thus the game just proceeded with your main strategy for the race start. 

The track conditions play no role here, only the actual weather. Which is somewhat of a problem lately after the change that made drying up taking almost an eternity. If you'd set up Inters in main strategy then the check would be true for the qualifying and thus that one used and false for the race and the game would've went on to the advanced strategy looking for a dry tyre to choose in the rain stopped option.

What I'm not entirely sure of is if the two advanced options have a hierarchy amongst each other in certain situations or if only the appropriate one is selected exclusively. There were situations pointing to hierarchy, as in a dry tyre in the selection for if rain starts might be selected if both main and rain stops both sport rain tyres for some reason and it's dry weather. But maybe that was the tyre bug (or problem preventing the game to successful save the strategy) that sometimes put you on tyres, mostly mediums, you choose nowhere anywhere in strategy, just coincide with a selected tyre.

In the main strategy what tyre compound had you selected for the first stint?
My guess would be SS for Schumacher and S for Frentzen. Yes or No?

Yes i set S for the first stint . But... why it select the s if i set inter for stop rain? Basically the game should not select the inter in case of rain? And.. why the game select wet in the qualifies if i set rain 3mm? During the qualifies rain was 1.3mm. if I do not go into live, the game will make a mess... the weather is a problem....people are tired of this problem..they have to solve this problem... why do not they block the weather?

Hi Simone.
I understand your frustration but IMHO the weather isn't really a problem, it is synched with real time and will therefore throw up some surprises which makes the game interesting. The recent update to slow the rate of change of water level has helped non-attending managers because for 50% races you know that if the track is wet just before the ten minute lockdown period (regardless of whether or not it is raining) the entire race is most likely to be run on either full wets or inters and you can set your strategies accordingly.
The problem many managers have is that the Advanced Strategy isn't intuitive, they misunderstand how it operates and interacts with the main strategy. With the onset of autumn in the northern hemisphere the possibility of changeable weather has increased which is why we are seeing more and more posts about weather.
I'm busy this morning but this afternoon/evening (UK) I'm going to attempt to put a guide together with some screenshots to let you and others see how I think it works. I've been playing the game for about 3.5 years (the new game since it was launched) and maybe I'm just lucky, but in all that time I have never had my cars fitted with "surprise tyres".
When I do post the guide it is important to note it will NOT be an official iGP guide. Even though I'm a Mod I have no insider knowledge, it will just be me sharing my experience over the last few years.

You haven't respond of my questions.. if i set wet over 3mm because the game select wet when the mm is under 3? I havent always this problem but i have of randomly. I'm talking about a problem to solve, I'm not talking about how to try to get around. the problem is the advanced setting that must be applied to the amount of rain. therefore the momentary solution would be to block the rain, solve the problem and then reactivate everything. so no one would have problems, there would be no complaints, the game would not penalize the players randomly and once the problem is solved everything will return as before. sorry for my english.
