Weather Setting in Race Set up

In the past if I had it set to use Wet Tyres if it is raining the game would use them in Qualifying and at the start of the race if it was raining from the start. Twice now in recent races I have left it set to use Wet Tyes if higher that 0mm and the rain has been 3mm+ but the tyres for Qual & the race have stayed on my primary setting.
Why is this not working anymore?
