I would like to be able to manage promotion and relegation in each tier I.e. Rookie, Pro and Expert. At the moment, you cannot change how many are promoted or relegated, and I think changing this would allow for more engagement in the rookie level.

I think that as an option it would be possible for the managers of the championship, sometimes it would serve seriously when you have semi-empty sections or simply when a team wants to stay in a lower section (rookie or pro).
Obviously it is not fair that a manager can degrade others to his liking, and it is not right that he can promote those who do not deserve it, but ... in case of relegation I think a championship manager could send a request to a team , and these could then accept or reject it.
In this way there would be no abuse.

No. I think that the only way for this to work would be for the league host to announce the number of teams that would be promoted/relegated (obviously the same number in both directions) and the announcement should be made before the season your next starting. What I mean is for season 20,the announcement should be made before season 19. That way everyone knows where they stand
