i got a third of what i always usually get at start of season  wtf?

Did the bug happen in the app, on PC, or both?

You are L17 Manager with a L1 Chief Designer (0 star) who you have employed for 15 races. If this CD has been your active designer for all 15 of those races this is why you have a very poor starting design. It's not a bug, it's how the game works.
