What did you try to do?
Tried to building the Simulator building (able to lvl 3, now my lvl is 4.), it's not working.

Absolutely not, because this function not working.

You can only build 1 facility at any given time so wait until construction is complete then try again and it will work.

Yeah i know. Now i'm build another because, the game not able to build simulator building. This is the problem.
