How do I block a manager from joining my league. I kicked one for being rude on league chat but he keeps rejoining. Can I block him? If so how?

You could;
A) report the behavior to igp's people and have them do the sanctioning.
B) password secure your league.
C) keep kicking him/her out. Eventually he'll be so far below everyone after all the penalties.
You need to keep in mind though that there's nothing preventing this person from creating new accounts and continuing to join your league.
