I'm level 19 but my drivers still level 18 why? Before par exemple i was a level lower and had drivers with a higher level than my team..  Why does it not happens now?

you need to train driver for the driver to go up a level. Having your manager go up a level does not mean your driver goes up as well.

My driver is maxed and he still level 18

Yes, that's a known thing. Most, perhaps all, drivers max out at level 18 with normal training. Jack ran a script once to set all fully trained drivers to level 20 (ones without full experience ended up at level 19 I think).

Level has no impact on their performance at all. The only effect is that managers below about level 19-20 can train their drivers more quickly as lower level means they won't hit the training soft cap as soon.

Are you telling me that I can have a fully trained level 2 driver with 20 talent and the only difference would be the speed at which they train?

Hypothetically if a fully trained talent 20 driver could be level 2 then yes, that level 2 driver would be as fast as a level 20, but it's only hypothetically because you can't get such a driver as they do level with rising skills, they just finish at level 18 (19 with full experience, don't know if that's the case for all though) instead of level 20.
Performance of a driver is only depending on the skills. The level however affects training progress depending on your manager level. So that hypothetical level 2 could be trained very quickly by about almost anyone but with level 20 only a level 19 (maybe and only with a low experience driver) or a level 20 manager could train that driver without having to deal with running into the soft cap and its 3%/training sooner or later.
