New teams put in pro tier

Hi I host a rookie tier league. I have had two new teams join this league and the game has put the teams into pro league by themselves.I dont have promotion/ relegation turn on.we just want to keep a 1 league 16 team game. Can you explain why this is happening and can you put these two teams into our rookie league.

Hi Jason
If they were in the pro level in the league they left then they will be placed in your pro level in your league. Just because you have promotion / relegation turned off does not mean they will not be placed in Pro. 
If I joined your league I would be placed in Elite.
The only way they can go to the rookie league is to be relegated in another league down to rookie. Then if they join your league they would then be in rookie.

OK,  so there is nothing you can do to change this?
