Someone has just joined my league in Rookie but is lvl 16. Is there a way to manually promote this person?
Also why would a team be lvl 16 and still rookie, I assume some sort of fiddle is going on.

Because he keeps getting relegated to lower tiers, as he doesn't attend live races often or is really poor at playing game.

They changed things in the game to me I won a level 11 and I am level 16.

Now, any level is anywhere. it's luck

We currently have a L18 in rookie. Joined the league last August and after 128 races has never been promoted. A few months ago we had a L20!
It is actually beneficial because the XP that are gained per race by any manager are 40 + (difference between your level and highest level in the tier x 20).
So if you're L4 and highest team is L6 you receive 40 + ((6-4)x20) = 80.
Whereas if you're L4 and there's a L16 in the league you receive 40 + ((16-4) x 20) = 280
In other words everyone else levels up much more quickly when there's a high level manager in the tier.

I am not sure it is very Beneficial to have L20 managers in rookie or even L16. My thoughts on this is that new managers level up way to quick. Before you know it you are Level 12 or 13 but your headquarters Is still very low as you can't keep up with your buildings. So you have managers with a Level 12 against there name in pro or even elite for example but they are really only level 6 or 7 and they can't keep up in races as there headquarters are very much under develop. This cause the managers to get dishearten with the game and leave. 
It is great to progress so quick at first but I think in the long run it does the game more harm than good. I think it why we get so many inactive managers in our pro ranks as no one likes to be lapped at least once every single race and it takes many seasons to get up to standard and managers don't want to wait that long.  
If managers in rookie are below L10 then you don't level up as quick and you get to work out how the game works and build along with it. Then when you reach L12 chances are you really are at this level round about as your headquarters is around this level as well.
