I hear teams compliance about bot teams in there league . We are a new league and need bot teams in pro so the very active players can progress. Bot teams are very important to a league untill elite is full

That’s completely false. We don't do that, it would be unfair.

So how would I get so many inactive teams all of a sudden join my league I'm not saying it's a bad thing , I think it is a good thing as it gives active players a chance to progress up the league

Many players install the game for the first time every day, just like in all games, a high percentage of new users leave the game in the first hours.
