Hi need some advice there is another league I want to join that is currently 1 race behind my current league if I joined this league what would happen to my current progress this season and would my stats be completely reset

Yeah your car design points will be reset and will be poor for this season especially if you are in middle of a season and so is the other league you want to join. Best thing to do is leave at after the season ends and join when the new season is about to start your car design points will be differrent but they don't won't be as bad if you do middle of season.

Just to clarify, in terms of design it doesn't matter when you leave a league, the important factor is when you join another one. You should aim to join your new league during the inter-season break. If you do this, assuming the league you are joining is not in its very first season, your design will be pretty competitive, it will be as if you had an entire 17 races with your active CD. 

If the league you are joining is a brand new league your design will reset to a very low level, but this isn't a problem because all of your competitors will suffer the same fate.
