Hello,
My league had an inactive manager so I have taken it over. (Mainly because the previous manager had a habit of constantly changing the race time)
The basic problem we have is:
-The Rookie level attracts new managers and is nearly always full
-Elite has 9 managers, 5 of whom are active every race, and we have excellent races.
- The Pro level struggles to get up to 8 managers. This means that the Pro level folks can never get promoted to Elite. Aso, people win Rookie, get bored in Pro, and leave.
Does anyone know a way around this issue? Can I relegate some inactive Elite players to “pad out” Pro, or can I have a 3 team promotion from Rookie?

Common problem everywhere. We have the same thing but I just persisted with what I had and pushed on. It's probably the time slot you run. As in there are lots of leagues running at the same time. Look to merge leagues or I have my old league I feed others to that run a similar time. We work together. When I started my leagu I only had 2 teams in the pro tier. Promoting your league may get some in but word of mouth is usually better . It's not easy though! Always there to help though mate so if you have any questions just ask!

as he said, its probably the lack of demand for a league in your time slot, try and see if other leagues at the same time are around, see if you want the same things, and if so, go for a merge.
I struggle with pro too in my league, but i have maxed out elite+rookie tiers, i always have more rookies than i can ever need, and im kicking them out every day 4/5 at a time, sometimes more (depending on how inactive the rookie tier is.
elite tier is pretty much all active except 1 or 2, pro tier is the most inactive, and they get auto kicked after a certain amount of days, nothing i can do, just pray that it gets more active.. on the bright side for my pro tier, its a quick route up to Elite tier as less competition for top 4 spots, but yes, hoping myself to eradicate the inactives in pro tier, if its full, ill happily remove the most inactive, but it seems your problem is you cant fill them before they get inactive, so yeah i still say, probably finding another likeminded league to merge with may be wise.

we have the same issue.
but how could we merge? the rookie league is full, so we can't accept new entrants?

merge as in.. find another league like yours, and ask them to join you, or you to join them, a risk, but if it comes off, everyone wins
