A manager in my league just went from having a decent car to a crazy OP one -- jumping up 5 or 6 points in multiple categories...
Are we able to pool our design points to prevent others from gaining points through research? The guy was recently relegated from Pro.

I don't think you can.
However, having a higher level manager is actually of benefit to lower level managers in the same tier.

Oh, for sure. I was racing with a Lvl 20 manager and went from 3-10 in one season. I'm just blown away by how much this guy's cars jumped. Maybe he was intentionally holding back?

You can choose not to allocate the dp that is generated every race by your Design HQ, save them up for a few races and then use them all in one hit. I assume this is what your competitor has done.
He might have been unable to get on line for a few races, this might be the reason rather than a deliberate tactic.
