I have noticed lately a lot of chief designers all hired by the same team and completed 0 races. This appears to enable the team to start a season with maximised attributes, according to their league comments. I have seen another report on a different team starting the season with maximised attributes. Is this a bug? Is it a fair way to play?.

Wow....if that's actually possible....that opens a whole can of worms....
However, to my knowledge only 2 CD's attributes can be carried over next season provided each of them participated in at least 6 races each in the previous season.
You do the math.... 17 races/6 races per CD = 2.33 CD's.
I see Zero possibility of anyone starting with full attributes because of more than 2 CD's attributes.
One can choose to save DP's throughout the season and used them at once when one chooses to though. I'll buy that a lot more than the CD factor.
