Does the commerical manager do anything before level 5 (when you can sell merchandise, according to the guide)?
Is one needed before then?

Commercial Manager doesn't do anything currently regardless of level.

You do not need a good one until you have enabled commercial sales. Once you have they will start to sell things for you
