With no advanced strategy setup when it starts to rain the car pits and goes to inters.  Can this be stopped ?

You answered your own question.. Set up an advanced strategy.

The system should not take action where no action has been specified.

The system, by default, is set to change to inters when it rains.
You have to specify what action to take, (in the advanced strategy), when it rains.

There is no way to not do something at the moment - I think.

No there isn't, unless you change your advanced strategy to something silly like "after 30 laps, pit for wets"

Tim - What is the problem exactly? Why on earth WOULD you want it to do nothing? If it starts raining inters are a good 7-8 seconds a lap faster than slicks - Why do you want to stay on slicks?
