By not winning races, are league so competitive we have level 20s at times in the rookie league

This is not a bug, so I'll move the thread to the Help&Support section.
It is absolutely possible for a manager Level12 to be in rookie. It means he or never finished in the top 2 of the rookie tier and never promoted, or he has promoted at some point but relegated again after finishing in the relegation zone of the pro championship.
However, any player above level 8 in rookie will get ballast added to his car to equalize the performance with the other teams and not give him a too big advantage. You can read more about this in sections 2.6 and 3.1 of the in-game help ("?" icon at the bottom of the game menu).
