Getting high stat drivers

Evening all!

I’m pretty new here, and I’m wondering how I get high talent drivers and staff for my level. I’m currently level 8, and I get that the star ratings are relative to my current level - so do I regularly change staff and drivers as I level up to keep the star rating high? And where do I find the high talent drivers? The drivers listed in transfers rarely seem to have high talent scores.

I’ve had a look at marketplace but most of the drivers there are too high for my level - is it a case of just keeping an eye out? Or should I start developing my scouting academy? I haven’t touched it yet...

High talent drivers in marketplace, in my experience, rarely last beyond 5-10mins after going live. And if they do it turns into a bidding war you probably don't have the tokens to compete in unless you're putting in investments. You also pay the premiums for them and its hard to turn a profit each race.

My gf picked up a talent 20 driver at level 6 but she sat on the transfers page for a day refreshing every few minutes.

Now, that said. A talent 20 driver isn't going to secure you race wins either. 
Maxing out your stamina and weight (51/46) seems to have a greater impact at lower levels. I'm currently running away with the drivers championship with a Talent 13 driver, in league with three other talent 20 drivers.

Edit: Scouting academy comes into its prime once you get it to level 10, then you'll be able to find talent 20 drivers for a fraction of the cost of transfers market, and train them up. Pre-10, your design and tech buildings I would give priority as car development gives a better edge than driver skill early on.
