Yes team with the highest finish first gets priority.

I've had my doubts on the highest finish decides positions of those with 0 points.  If that's true explain why one season I finished 11th and 12th in Australia, yet, my drivers were both lower than 20th in the standings, and my team was 10th in the standings.
