Is there any difference between playing on iPhone app and a pc

Well, yes. But only small differences. Biggest might be, that u can only watch ads (for getting parts, ingame money, driver health) using the app.
Since "PC" means "browser", u even might be able to open iGPM in a browser on ur mobile and compare yourself.

If you have a tablet, you can get the same experience PC users get by downloading the iGP Manager app.
The differences are small, but still notable:

1. Larger/wider screen
2. For two-car teams, you can manage both drivers at once
3. The larger screen space granted on tablets and monitors allows slightly more information to be shown
4. This one is purely optional - if you have a dual monitor setup and have a 2-car team, you can have the same race open on both monitors - setting each monitor to focus on one driver! :D

Cole is right about being able to open the full version of ipgmanager.com on phones, but to get the full browser version instead the mobile version on a phone you usually have to enter the settings of your browser and look for an option called something on the line of 'desktop mode/page' and enable it. Depending on your device the full web page might be a bit sluggish and, naturally, everything will be quite tiny on such a small screen (even on rather big 'phablets').
