レース戦略画面での、「雨がこれだけ止んだら」の項目の意味がよく分かりません。ここでの設定はどの場合に適用されるものでしょうか？

You have 3 different kind of settings. First you set your cars for standard conditions. It is overwritten all the time when it starts raining. Than your settings will be what you picked in the second part of strategy: this is your rain secenario. First you should set a rain amount as a criteria of overwriting your standard strategy (e.g. you set S for standard and your rain scenario is I from 1mm than you get I when rain-amount is at least 1mm, else you'll have S). The third one is the scenario for the case when it stops raining. Here your criteria is a lap counter (I hope it's clear).
The answer for your question: you'll get the rain-strategy if it is raining in the moment of the qualification (and as your criteria meets the conditions too).
