It's not normal but there is an increasingly rare possibility. Staff which was last employed in the old version of the game (before autumn 2016 I think) still shows the level according to the staff skill set of the old game. If someone actually still manages to find and gives a contract to such a staff then the game recalculates the level using the skills present in the new version for the first time which often raises the level by 3-4.
