What did you try to do?
I tried to set up a 5 stop strategy on super softs, but the game wouldn't let me, however, other teams were able to set it up a 5 stopper.

What happened instead?
Maximum of 4 stops, setup about 20-30 mins before the race and tried to amend the strategy doing the race only found out about the problem around lap 48 of 78

5 stop in Monaco are 13 - 13 - 13 - 13 - 13 - 13
This is no bug. The 5 stop is an unofficial stop for the strategy 
Hope u understand what I mean ?

That's not a bug but how the game works. You can only set up a 4 stop strategy but if your car has to do more stops than that to complete the race then the last stint settings will be repeated as often as necessary until the finish. So if you're planning an offline strategy you have to take that into account that all following stints are getting identical fuel and tyres as stint 5 and if you're racing live then you can do different stints but you have to manually change the settings during the race.
