Hi,
If I activate promotion relegation in the league I host, can I choose to have two leagues meaning just rookie and pro leagues. We don't have enough active managers in our currently single rookie league to run 3 leagues, but we have a league where the same three teams win races.

No once promotion is active then all 3 tiers are activated for promotion and relegation. Once you have more than 8 players promotion is active.

So a solution to my problem would be to only allow 8 teams maximum in the pro league to keep only rookie and pro leagues . Is this correct?

That would work yes. But why would you want to remove extra players? Let them get promoted to elite then slowly slowly elite will fill up then once you have over 14 teams in elite and pro you will have relegation enabled so 2 teams will be relegated end of season from elite to pro and pro to Rookie. Eventually your league will be full.

We have around 12 long term mangers. I struggle to get these 12. It's about all the teams having a chance to get a win or podium. In the our 5 seasons only 2 teams have won a race and one team has won 80% of races. 2 leagues was a idea to give other teams a chance to win in the lower league. I think it is hard for teams that started to play the game later than other teams to ever catch-up with established teams. Maybe more ballast would help

Not true, if manager's know how to play game correctly lower level manager's can beat higher level manager's. I can say from first hand experience as in my league level 16 manager has been winning and currently leading both championships against myself level 18 and some other level 18 strong manager's. Where sometimes level 20 managers can't even get points due to them not playing correctly. There are many factors to get right for each race and each track, car design, car development, suppliers, HQ, drivers, Staffs, strategy, tyre choice, fuel loads, pit stops, boost use, DRS, push levels, etc. But if you are good you can beat high level manager's. But it's upto you. I would advise that you yourself and your league members read up on 2 famous guides by Joey in help and support section. That will give you many helpful correct directions.
