Hi, 

A new manager has joined the league I host and has gone into pro league. The problem is that we only run one rookie tier league. Can you please move him into the rookie Level tier asap. The team is called hellracers, khumis LT.

I am sorry but this can not be done. The only way you can go from pro to rookie is by demotion if you finish a season down below the red line in Pro.
Plus on top of that your rookie league is full anyway.
You need to inform the manager of this.
