Im wondering why the stars of the staff go down as you level up, and what effect does this have on their ability to design a good car (or decrese training cost for the DRs)

Sorry, I was a bit busy earlier. In answer to the second part of your question, star rating for staff will determine how effective they are in doing their job.
Chief designers with high star ratings will design a better car for the start of the following season and, in combination with a high star rated Technical Director will give you more research power during the current season. A high star rated Doctor will reduce the health loss when you train your drivers.
Because staff level does not increase (unlike drivers who you can train) as your manager level increases the star rating of your staff decreases and they become less effective.
Obviously to employ high star staff can be costly in terms of wages and in the early stages of the game when your manager level in increasing rapidly it can be extremely expensive in both cash and tokens to keep changing staff.
If you're looking to save money you can let your doctor contract expire and the game will auto-assign a 1 star replacement with wages of only £50k per race. Yes it will slightly reduce the speed at which you can train drivers but in my opinion it is a worthwhile trade off.

Excellent advice, especially when your drivers are all at 20s - no need to pay for an expensive Dr who is literally doing nothing.
