Hiring support staff - one time cost?

I'd like to figure out how the support staff hiring system works.

I hired a few more support staff members and paid the price it takes to change the number.
Do the staff support members get paid a salary or per race too? 
I can't seem to find seperate wages for them?

One time cost. Rotating staff between departments will make negative changes to your bank balance.
