Is the speed of development faster in leagues that do 7 races a week?
If not, don't leagues that do fewer races a week have an advantage? Their cars will be more improved at the end of the year, and with that next years car as well. If they where to join a fast league with their slow league car, they'd bring a much better (and developed car).

There is some kind of scaling but I'm not sure the rates/how it works exactly.

You gain 40 Development XP and 40 Scouting XP per Race. So yes you get more XP if you race more regularly.
