The fact you are getting no rookies, just means that at the moment, your league is not at the right time, speed etc, as what the Rookies of the game are wanting to race at.
My advice would be to just be patient, Rookies will soon begin flooding in again; it even happens to my league on occasion. Normally everything is back to normal within 3-5 days but sometimes it can be up to 10 days, until the tier is completely full again.
Furthermore, you have put a league link on your post. Rookies will see this and may join your league. If you advertise your league on the leagues and events subforum, that may also help to attract new managers.

I'm having same problems not attracting rookies been a week since last one joined.

read the guide of league Hosting. there is explained how the Search function works.
it is showing at first all leagues with 1 free place at that time, than with 2, then with 3 and so on.... Because of the Time 8 pm, which is a really common time, and you just have 8 rookie, it can take some time until your league is shown.

Yeah, because you just have 8 Rookie Teams, go to the league search section and search for leagues, you can see, that there are shown just leagues, which have 28 or 30 cars, so until all leagues with more than 16 cars are filled up, your league is not shown there, so your league will not get Rookies. When there are good league hosts, who understand that, kick regularly 2 or 3 Teams your league will never been shown there.
Your opportunities now are:
1.Advertise your league to get some Rookies, or
2 wait in the hope, that all the other leagues are filled up, which might never happen, dependent on the above explained dynamic
