I’m a host, I’ve done a poll and people want a 2 man season, but I don’t know how to change from a 1 man to a 2 man league for a season

It's not feature in the game. Even if it was if your league was full you would lose half of your players as races are limited to 32 cars not 32 managers.

Therefore you would need to create a new league, make it 2 car and ask people to join that.
