Hello, I am president of the league iGP F1 Brazil, our league consists of two cars on each team. And I would like to know if it is possible to change to one car per team. 

I await the answer or guidance.

No, it is not possible to change your league from 1 car to 2 cars. This is because it could mean that members would have to be removed due to it going from 32-16 members.
My recommendation for you is to create a new league and invite your current members to it.

It is not possible to change the number of cars per team in either direction.

That’s technically impossible. You’ll need to create a new league.
