I have a friend league and one of my friend sing in on top level, but he’s the only one in pro lvl. How I can put him in the same status off every one?

You can't. He either waits for managers to be promoted from rookie,or he temporarily leave your league and join another league with a full enough Pro tier to get demoted.

He can also write to support@igpgames.com to request being moved down to Rookie. :)
