Can anyone explain why a doctor 7lvl with 10-20-10 points can be worse then a doctor 9lvl with 7-12-8 points? Does this mean that these points mean nothing but the overall lvl?

For staff only the level matters and for retirement reasons the age. The only exception is the Strength and Weakness of the Chief Designer. Talent, Experience and Morale have no influence on how good they are.
