question about 2 car leagues

I see people with no sub account in 2 car leagues. why is that.

 could it becasue the league managaer after the frist seaon change it two 2 car team and so everyone still in it get that benefit? or is that just a bug?

a lot of managers can't read properly... you have to be a subscriber to HOST a 2 car league,but you can join one without subscribing

can you change it two a two car team after the frist seaon .... if the frist seaon was set to only be 1 car team?
