You're Level 5, I would have thought level is more important.

Good low level CDs aren't usually hard to find because at lower levels managers level up much more frequently and release their CDs back to the market as they "upgrade" staff. It becomes more difficult at higher levels because teams hang on to them for much longer as the rate at which the manager levels up slows down.
