DRS and KERS do not correspond

Hello I would like to know why the DRS and KERS of this team despite being level 17, compares to teams level 12?

I also have this same perception in my team which is also level 17. What can it be?

This is my other team and has the same problem, can not keep up with DRS and KERS nv 12, even though everything is developed.

Did you buy the upgrades for boost and DRS in the tech facility, too? Because first you have to upgrade the facility and if that happened you have to buy the now available higher level boost and DRS upgrades in a consecutive step as well. Otherwise you'd be able to have boost and DRS on lvl 17 but actually don't have it on lvl 17.
