107% cutoff rule

Can a 107% cutoff rule be implemented for qualifying? This could be a way to eliminate inactive teams from being in the race.
In my current league the margin from fastest to slowest on the grid is on average 6.5seconds over the entire season.

If this was implemented then about half the races there would have been 5 or 6 drivers outside the 107%

It's not a terrible idea, but what about teams that are off pace due to low level team and staff or joined a league late in the season?  Could potentially punish those who are trying.

I like the idea but as Joshua said it needs some fine tuning to make it fair

Great idea.
Possibly giving the host the choice of whether to allow them to race or not? Like the rule actually is where teams outside the 107% can be allowed to race by the organisers

It would definitely need to be upto the host whether allow cars outside this margin to race.

We can`t have all the cars at the same avg pace, slow cars are just as part of a race as are fast ones.  

Every host has the ability to kick inactive managers, sometimes the cost is too high to do so but never the less it`s an available option.

How can it be called qualifying when all will be considered to race anyway?

Qualifying was better in f1 when there were more than 26 cars entered each race
