Does driver health affect their ability to give accurate feedback on setup or post the best lap times? I notice practice doesn't lower their health.

Practice doesn't affect driver health. Only league races, quick races, and training reduce driver health.
Driver health does affect their pace in the race; I know for league races they do, quick races I'm not sure as I don't do quick races. Not sure whether it has a significant impact on practice times; practice times can be rather random.

I don't think driver health has an impact on their setup feedback, but in my experience it does have impact on practice lap times. If you do practice with 10% health, you will post significantly slower times than with 100%. But that doesn't really matter.
