Well what a shambles!!!
Do you think penalties should be awarded?
Hulkenberg has avoided penalty for deliberately driving off track, but still under investigation...(I think this would be different had Vettel not done the same in 1st stint of q3) is still under investigation for driving slowly,  but should the other drivers be under investigation too?
I think the lead 2 should be at least, as they weren't hampered by Hulkenberg going slowly through chicane, what are your thoughts?

They left it way too late to go for their last run

If they hadn't backed up/slowed down when Hulkenberg went off, they would have made the start line in time no problem, and then we would have seen  some decent laps, especially with them all packed together, getting tows off each other, thats why nobody wanted to be infront

I say give them all grid drops and promote people who were out Q1 and Q2 up that would teach them a lesson not to repeat this silly stuff again! Feel bad for people who paid good money to come watch Qualy.

Just 7 drivers scored a lap time on the Q3... the drivers who didn't make a lap time were Stroll Albon and Räikkönen

Stroll and Albon should really have just gone out at the front of the pack to make sure they set a time.

Carlos Sainz was the sensible one. He was the only person to set a last flying lap.

I disagree! Leclerc also had crossed the line in time.

LeClerc did also start another timed lap, but didn't finish it as he already had pole. Sainz was also repremanded as he slowed when Stroll did when Hulk went through the chicane this prevented the Ferraris from cleanly getting past them.

They should have handed out some grid penalties. although the Formula 3 qualifying was a complete mess with half the field on a hot lap with the other half coming upto the Parabolica slowly forcing the fast cars to try and weave through the lot of them. About half their grid had penalties.
