In some guild the rookies promotion somtime only the top 2 get to go to the next tier while in some other leagues there are 4 ppl. ???

I think it depends on how many people are in the league. The more people in the league, the more that can be promoted, with a maximum of four.

Nope, it depends on what season it is in the league. See rules and regulations 3.3
