what temperature will it be? If it is below 30 degrees I would ONLY run supersofts. Over 30 I could consider softs depending on the race distance and fuel and such. I know it may seem like an excessive amount of pit stops to only rune super softs but trust me it is most often worth it in monaco. Make sure to keep your tyre temperature on the dot between the read and blue area on the tyre by adjust your push level.
And only run the tyres down to about 30%, not below, Unless you need to do it to avoid another pitstop.
If you have 10 % wear in practice you calculate the wear like this:
100% - 10% = 90% (100x0.9)
90% - 10% = 81% (90x0.9)
81% - 10% = 72.9% (81x0.9)

OK i would run a tad longer first stint. 21 laps with 47 Litres of fuel. and then 19 laps with 42 Litres on the rest. If you pit one lap early on your second stop. Add another 6 liters to your next stop or another +3 to your following 2 stops.
You understand the thing about optimal tyre temperature right?
Also note that you need good acc and handling in monaco if i remember correct.
You also have very low talent drivers which plays a huge part.
instead of editing my previous post and the the chance you miss it. I was a bit quick there with the fuel consumption. You need to actively check so you have enough laps on your last stint. There are room for those supersofts to run 23-24 laps so just add enough fuel on your last stint so it will take you to the end without an extra pit stop.
Also, on the other end, if you pit with over 1 liters of fuel it means you have put too much and need to put less fuel in the following stops. monaco is a bit tricky because of the low fuel consumption and and high push level to get tyre temp, it is very easy to over or under fuel here.
