As most of us are, I'm a big F1 fan, watching the race right now actually. Lap after lap I see people exiting the pits barely in front of another car and they hold the position. I'm new to IGP manager so this may get better as time goes on, but right now I feel we are WAY too slow after coming out of the pits. I know we refuel and do other minor things differently than real life F1, but it just seems wrong that we are complete sitting ducks after we come out of the pits.
Does anyone else agree? Does the problem get fixed or at least get less significant as we work our way up the levels and skills?

There are many factors that must be considered.
First of all your car is very heavy because of refueling. Secondly you have new cold tyres. Thirdly you might use hard tyres.
And of course the weather is also important. If the Air and Track Temperature is high the tyres get warmer faster than in cold weather.
Maybe you can provide us with more information about specific races you are talking about.

Pretty much every race I've been in so far. I'm doing decent enough, but it's just disheartening that I get excited about coming out ahead of a competitor but then I'm running 2-3 seconds a lap slower for the next 3 or 4 laps. But then I watch F1 and normally if they beat someone out of the pits, they maintain that position.
I understand warm versus cold tires and heavier on fuel, but it's just way more severe of an issue than in F1, so I was a bit surprised when it happened. I know fuel isn't a factor in F1, but it just seems wrong that passes are made so easily after a car exits the pits.
I've got a race coming up in a few minutes. I'll try to pinpoint a specific example.

That mostly happens because the tyres are really cold.
It helps if you push hard at the beginning after the stop but that also wears down your tyres more.

Does the fact that he is new to the game have an effect. He will have a very inexperienced team and low level driver?

That's what I'm hoping. That just since my drivers are low level and have low defending skills that maybe they are opening themselves to being passed.
