When should I start to use Wets in Malaysia? At 4.0mm ? Standing at 3.3 at the moment.

Personally, if I'm active I would use them when the wet times begin to 'drop off'. 
If I  am not active, I use wets at 3mm. 
This can differ manager-manager, some managers have different "tyre change points."

I usually change em at 3,2 or 3,3 mm. Use your practice laps wisely !
