What did you try to do?
I only have my team research on one item at a time to try and improve my car over the season
What happened instead?
I'm only earning +1 no matter what the team develops. My CD and TD are both 5 star and 4.5 star respectfully. I'm earning ny points to spend between ach race but the team won't develop more than one point on their own per race.

I'm not sure. My app and Android are both fully up to date

It's occuring each race

I don't think it's a product of a poor development team because I've always earned at least a few points per race.

I have just had a look at your team, L20 competing in the Elite tier against only one other team at L16. I imagine your car is stronger than your competitor in most design attributes so it's not a surprise that you receive so few research points.
What is your research strength in percentage?
What is the difference in dp between your team and the other team in the attribute you are researching?
Are you attempting to research your CD weakness?
I don't think this is a bug but will leave open for now awaiting your response.

40% and he is high above me in terms of overall in nearly every major category. ACC, breaking, down force. Braking is my CD weakness but even ACC at 40% gives me just one point my team earns while I can still get 16 between races to spend myself

Only 16 dp per race from your Design HQ? You're L20, I suggest you consider upgrading your facility, this action alone will yield 4 more dp per race.
For research "Total Design" is not relevant, nor are any supplier bonuses. You still haven't stated the difference in design of the one attribute you are researching.
For the next race choose the single attribute that has the biggest difference between your car and that of your competitor (ignore your CD weakness) and research that. Make a note of the difference and you should receive 40% of that difference rounded up.
So if the difference is 9 dp you should receive
9 x 0.4 = 3.6 which will be rounded up to 4.

I got 6 that time. Suddenly it's higher. It must have been something I did and some math I didn't account for Consider it closed. Something has changed and it seems to be fine during the last race.
