Can you increase the starts or levels of a CD or TD? I cant find a CD that has the strength and weaknesses that I want.

CDs and TDs remain at the sane level, you cannot train them like you can with drivers. The easiest ways to get better CDs is to either keep looking on the Market, or use marketplace on the forum to ask other players if they are willing to sell you a CD which fits your desired criteria.
