Promote a manager to Elite

In our league (https://igpmanager.com/forum-thread/21278) we follow the tyre-change rule. However in the season's last race yesterday (https://igpmanager.com/app/d=result&id=26299299&tab=race) a manager Sam Leo (1) (https://igpmanager.com/app/d=profile&user=1338755&tab=overview) didn't follow the rule and got points which lead to the relegation of another manager Dimitris Karametos (2)  (https://igpmanager.com/app/d=profile&user=1577608&tab=overview).
After several discussions the "guilty" manager (1) decided to leave the league as we found out that he didn't follow the rule in previous races as well.

Our request is to bring back to Elite tier the unfairly relegated manager (2)
