Tyres change before race

With the new possibility to change tyres before the race in wet conditions, I wanted to ask if there also is a time limit when I can change the tyres?   
Let's say only before race objective appears or also after, or both? And when will be a tyre lockdown before the race starts? 1 min or 30 seconds before the actual start?
