Hi Andrew,
This is indeed a long known bug, finishing position of the last season is not always honored in starting position for the next season. It mainly seems to affect the top finisher.
I assume this is already on the bug list of the iGP staff (but probably low priority considering all other things they are working on), but I'll flag it to be sure.

I'm so sorry for the delay in my response.
This is indeed a known bug. Currently, the developer team is working to resolve this issue.
However, I can't provide a specific timeline on when this will get resolved. I'm hoping for your kind understanding and patience.
