do lvl 20 staff even exist?

They do, they're just rare. Some are also stuck with teams that either are currently using them or have quit playing iGP and can't leave since their contracts can't end.

Oké, thnx for the info. I have never seen one in the 6 months i am playing the game now. So i thought they didn't exist.
