How do I move up from rookie?

I won all 15 races last season in rookie. I came back yesterday assuming I'd advance to pro, but im still in rookie. This sucks as my xp is crawling towsrs level 10 insteading of going as normal. &ow do I move myself up to pro? My cars and drivers are good enough to win there and elite. Ita not fair for the others that I am obliterating the races

To promote, there must be at least 8 managers in the competition.
